O.E.M. Director KierceDirector W. Greg Kierce oversees the Jersey City Office of Emergency Management & Homeland Security (OEM), a coordinating agency for the City of Jersey City for all issues related to emergency management and homeland security. The agency plans and prepares for natural and man-made disasters, educates the public about preparedness, coordinates emergency response and recovery, and collects and disseminates emergency information.

URBAN AREA SECURITY INITIATIVE (UASI)

The UASI program is funded through the Department of Homeland Security (DHS) to assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. 
Jersey City ranks # 7 in the top 12 Tier 1 UASI Regions in the United States
and has received in excess of $20 million dollars supporting the acquisition of:
  • State of the Art Emergency Operations Center located at 715 Summit Avenue
  • Radio communications system and associated equipment
  • Expanded the city’s Video Surveillance system to include critical infrastructure and mass transit entities
  • Specialized vehicles for the JCPD emergency Services Unit
  • Nine Explosive Detection K-9s
  • Mobile communications Vehicle
  • Mass Care Re-Hab Vehicle
  • JCPD River Operations Vessels
  • JCPD CBRNE Vessel
  • Specialized training for members of the JCPD/JCFD
  • Active Shooter Task Force training for Jersey City first responders
