The City of Jersey City is committed to protecting the privacy of individuals who use its digital services, including the JC Connect mobile application. This Privacy Policy and Terms of Use explains how information is collected, used, disclosed, and retained when residents use the application or related online reporting tools.
2. Scope
This policy applies to the JC Connect mobile application, related online reporting forms, and supporting digital services made available by the City of Jersey City for non-emergency issue reporting.
3. Mobile Application Disclosure
JC Connect is powered by SeeClickFix, a CivicPlus solution. The application allows residents to report non-emergency-related issues using a mobile phone, tablet, desktop computer, or other supported device.
Users registering on or using the mobile application also agree to applicable CivicPlus Terms of Use and the CivicPlus Privacy Policy.
4. Information Users May Provide
Depending on how the application is used, a user may provide:
- Display name
- Email address
- Phone number
- Location details
- Descriptions of reported conditions
- Photographs or attachments
- Other information voluntarily submitted
5. Information Collected Automatically
When permitted by the device or browser, the City and its service providers may collect technical and usage information such as:
- Internet Protocol (IP) address
- Browser type

- Approximate location information
- Application interaction data
- Diagnostic information
This information is used to maintain service quality, improve performance, and ensure system security.
6. Public Nature of Reports
SeeClickFix is a public-facing reporting platform.
Information submitted through JC Connect may be publicly visible, including:

- Photographs
- Other submitted content
A user’s display name may also be visible unless the user selects an anonymous submission option, where available.
Email addresses are never publicly displayed.
7. How Information Is Used
Information collected through JC Connect may be used to:
- Receive and process service requests

- Communicate with users
- Improve municipal services
- Maintain records of City operations
- Protect the security and integrity of City systems
8. Data Sharing and Third Parties
The City of Jersey City does not sell personal information.

The application is developed and supported using SeeClickFix powered by CivicPlus. Distribution platforms such as Google Play and the Apple App Store may also process information according to their own policies.

Information submitted to the City may be subject to disclosure under applicable law, including the New Jersey Open Public Records Act (OPRA), court order, subpoena, or other lawful process.
Users should avoid submitting confidential or highly sensitive information through public reporting tools.

The City uses reasonable administrative, technical, and physical safeguards to protect information. However, no system can be guaranteed to be completely secure.
Records created through the application may be retained in accordance with:
- Applicable records retention schedules

11. Children’s Privacy
JC Connect is not directed to children under 13, and the City does not knowingly collect personal information from children through this application.
