CITY OF JERSEY CITY
REQUEST FOR PROPOSALS
The City of Jersey City (“City”) is seeking applications from for-profit entities, nonprofit entities, and public entities to award funds for the purpose of developing affordable housing and public facility improvements. The funds have been made available to the City through Long Term Tax Exemption contributions under N.J.S.A. § 40A:20-1 et seq. a.k.a Jersey City’s Affordable Housing Trust Fund (“AHTF”), the Department of Housing and Urban Development (“HUD”) in accordance with the HOME Partnerships Program (“HOME”, 24 CFR Part 92), HOME American Rescue Plan Program (“HOME ARP”, Notice CPD-21-10), and Community Development Block Grant (“CDBG”, 24 CFR Part 57).
HOME, HOME ARP, and AHTF funds shall be used for the rehabilitation or preservation of existing very low-, low- and/or moderate-income affordable housing; the construction of new very low-, low- and/or moderate- income affordable housing; or in limited instances, for the acquisition of property to create affordable housing, pursuant to terms applicable to the respective program. Funds awarded under the HOME, HOME ARP, and AHTF programs is for gap financing needed to complete residential housing affordable projects. Only non-profit and public entities are eligible to use a portion of the fund award for predevelopment costs.
CDBG funds shall be used for public and community facility projects that provide new or expanded services that will benefit clientele that are principally low- and moderate income Jersey City residents. Eligible activities include but are not limited to the acquisition of real property and the construction, rehabilitation, and installation of public infrastructure, parks, neighborhood facilities and special needs facilities.
All interested entities must: (1) complete an application for grant funds; (2) provide proof of status of being organized under State and Federal laws; (3) comply with all local, state, and federal obligations; and (4) commence construction proposed in their application for grant funds no later than one year from the date of the award.
Additionally, all interested entities that seek funding for affordable
housing projects must (1) demonstrate successful completion of at least one other significant housing project; and (2) provide proof of receipt of additional funds from any other source(s) to complete the proposed housing project.

The deadline for submission of applications is Friday, January 19, 2024 at 11:59 P.M. No proposals will be accepted after this date.
The RFP Information Session will be hosted on or about December 6 at 11 A.M. in the Board Room at 4 Jackson Square, Jersey City with
a virtual attendance option available. Access to the virtual meeting will be available on the City of Jersey Division of Community Development website on the day of the session.
