PUBLIC HEARING & COMMENT REVIEW PERIOD
PY 2026 ANNUAL ACTION PLAN
NOTICE is given that a draft of Jersey City’s Program Year (PY) 2026 Annual Action Plan (AAP) will be available for a public comment and review period. Notice is also given that a public hearing will be held to allow the public to review and make comments.
Jersey City is an entitlement recipient of Federal formula grants from HUD for the following programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) program, and the Emergency Solutions Grant (ESG). These funds provide programs and services that benefit low- to moderate-income persons throughout Jersey City.
The City’s PY 2026 AAP outlines proposed projects and activities by the City’s CDBG, HOME, and ESG programs to address the identified priority needs and goals in the Consolidated Plan. The City expects to receive an estimated $4,321,335 in CDBG funding, $1,822,170 in HOME funding, and $462,605 in ESG funding from HUD for PY 2026, which begins April 1, 2026, and ends on March 31, 2027.
At this time HUD has not yet announced the PY 2026 CDBG, HOME, or ESG grant allocations. The allocations mentioned above are only estimates of the anticipated PY 2026 grant allocations based on prior year awards. The City has a contingency provision per HUD notice CDP-25-02 to align final allocations with actual funding. Activity budgets will be proportionally adjusted to match the announced allocation while ensuring compliance with all grant regulations and funding caps. The proposed budget will be:

Public Hearing: The City of Jersey City will hold a public hearing during the development of the 2026 AAP to gather feedback from the community on proposed uses of the funds. The public hearing will provide an opportunity for all residents and non-profit providers to address and comment on the proposed recommendations on specific activities to be undertaken by the City of Jersey City in its submittal to HUD. The hearing will be held on April 22, 2026 from 10:00 AM - 11:00 AM. The hearing will be held in the Dept. of Housing, Economic Development & Commerce, Division of Community Development, 39 Kearny Avenue, 4 Jackson Square, Jersey City, NJ 07305.
30-Day Public Comment Period for the PY 2026 AAP: The City will hold a 30-day public comment period open to all residents regarding the proposed 2026 AAP from April 23, 2026 through May 25, 2026.
