DRAFT PY 2025 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT



NOTICE is hereby given that a draft of the 2025 Program Year (PY) Consolidated Annual Performance and Evaluation Report (CAPER) is available for public review and comment. The CAPER summarizes the City’s performance on the following HUD formula grant programs: Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and Emergency Solutions Grant (ESG) funds.

Each year, the City, through its Division of Community Development, reviews the goals established in the current Consolidated Plan and establishes priorities for the next year. The 2025 CAPER will summarize the City’s performance on the entitlement grant funding received from the U.S. Department of Housing and Urban Development (HUD) for PY 2025 which is April 1, 2025, through March 31, 2026.

PUBLIC HEARING: The City of Jersey City will hold a public hearing on Tuesday, June 2, 2026 from 10:00 AM-11:00 AM. The hearing is open to all Jersey City residents and will provide an opportunity to comment on the draft PY 2025 CAPER. The hearing will be held at 4 Jackson Square, 39 Kearny Ave, Jersey City, NJ 07305.

15-DAY PUBLIC COMMENT PERIOD FOR THE 2025 CAPER: The City will hold a 15-day public comment period regarding the draft PY 2025 CAPER from June 3, 2026, through June 17, 2026. All interested persons are encouraged to review the draft CAPER and submit comments during the public comment period.
