Mayor Solomon Appoints Ruby B. Choi as Jersey City Business Administrator
Veteran public servant brings 16 years of government leadership to City Hall
JERSEY CITY, NJ (April 27, 2026) — Mayor James Solomon today announced the appointment of Jersey City resident Ruby B. Choi as Business Administrator for the City of Jersey City, effective May 4, 2026. Choi brings 16 years of senior leadership experience across four New York City mayoral administrations, where she drove large-scale initiatives spanning technology modernization, strategic planning, operational reform, and service delivery improvement.
As Business Administrator, Choi will oversee the day-to-day operations of city government, managing departments and ensuring the efficient delivery of services to Jersey City's more than 280,000 residents.

Choi most recently served as Deputy Commissioner of Strategic Initiatives at the New York City Office of Technology and Innovation, where she led citywide efforts in digital transformation, IT program management, and emerging technology strategy across a City government of more than 6,000 IT employees and $7 billion in major technology projects. Under her leadership, the city launched a centralized platform for residents to find, apply for, and track city services — and developed New York City's Artificial Intelligence Action Plan.
Previously, Choi served as Assistant Commissioner at the New York City Police Department, where she designed and established the Department's first-ever Project Management Office and Change Management Office, managed a portfolio of more than 60 major initiatives, and led the development of two NYPD strategic plans and the city's police reform plan. Earlier in her career, she held multiple roles at the NYC Mayor's Office of Operations, where she led projects at the intersection of data analytics, technology, and policy — work for which she was awarded the Hayes Innovation Prize.
Choi holds a Master of International Affairs from Columbia University's School of International and Public Affairs and a Bachelor of Arts in Political Science, cum laude, from the University of Chicago. She is a certified Prosci Change Practitioner. A daughter of immigrants, she was born and raised in New York City and lives in Jersey City with her husband and two young children.
Mayor Solomon also thanked Interim Business Administrator Peter Horton for his tireless work helping get the administration off the ground, and he will continue to serve as an Assistant Business Administrator. "Peter stepped up at a critical moment and gave this administration a strong foundation," said Mayor Solomon. "We're grateful for his dedication and service."
