Mayor Fulop & HHS Award Grants to 23 Jersey City Nonprofits to Expand Youth Programming Citywide
2026 Opioid Settlement Fund Grant Recipients to Expand STEAM Programming, while Focusing on Youth Mental Health & Equity-Centered Community Engagement
JERSEY CITY, NJ — The City of Jersey City announced today the official 2026 Opioid Settlement Fund grantees, following a competitive application and review process administered by the Department of Health & Human Services (HHS) and the Partnership for a HealthierJC.
The Opioid Settlement Fund Grant Program supports evidence-based initiatives that address opioid prevention through STEAM (Science, Technology, Engineering, Arts, Mathematics), with a focus on youth mental health programming, and equity-centered community engagement. The 2026 cycle includes three funding tiers: Summer, Schoolyear, and Year-Long Programming. Awards range from $7,000 to $46,500 following the state-mandated Schedule B Approved Uses governing allowable opioid settlement expenditures.
Today’s announcement of this year’s grantees underscores the Fulop administration’s long-standing commitment to advancing opioid prevention and strengthening public health infrastructure.

Mayor Steven M. Fulop. “Throughout my administration, we have invested in compassionate, evidence-based approaches to address the opioid crisis. These programs reflect the innovation, dedication, and community leadership that will continue to shape Jersey City’s future.”
Each selected organization demonstrates strong program design, measurable impact, and a commitment to supporting the youth and families of Jersey City. Proposals were evaluated by an independent review committee using a standardized rubric that assesses curriculum quality, organizational capacity, equity focus, budget structure, and anticipated outcomes.

Stacey Flanagan, Director of Health & Human Services. “From grassroots efforts to established institutions, this year’s grantees demonstrate deep commitment to supporting youth mental health, expanding STEAM learning opportunities, and ensuring equitable access to wellness resources. Their work continues the momentum we’ve built together and strengthens our citywide network of care.”
Stephanie Daniels, Division Director of Community Relations & Social Services, noted the quality and impact potential of this year’s selected programs. “Each funded program reflects the creativity, expertise, and community insight of organizations that understand their neighborhoods best,” Daniels said. “This program is not only about financial support, but it is also about building resilience, promoting leadership, and ensuring every corner of Jersey City has the tools to thrive.”
Funding will be issued on a quarterly reimbursement basis in accordance with city procedures. Grantees will receive onboarding and technical assistance from the HealthierJC team throughout the calendar year.
